To substitute poha, I would suggest adding 1/2 cups of homemade breadcrumbs + 3 tablespoons of cornflour.
Other substitutes for breadcrumbs are oats flour, finely crushed cornflakes, and crushed peanuts.

Sure, you can use brown rice flakes or rice flour to bind this tikkis.
Of course, you can skip the stuffing and customize it to suit your taste.

Please would you kindly give me some advice? I’m in the UK and “poha” is not readily available (my family eats only organic and vegan) so I would need to find organic poha too. I’ve found some organic “brown rice flakes” that look like the photos of your poha. Do you think that would work with your recipe? Or rice flour? I assume it’s to help bind/thicken? Also could I make these without stuffing for eating with our brunch of garlic mushrooms/chickpea scramble? Thank you 🙏🏼

Thanks for your lovely feedback Jaya. Substitute for dal would be –
1. Toasted dry coconut, mixed with nuts
2. Spicy crumbled paneer mixed with green onions and stuffed in the tikki.
3. Cooked mixture of onions and besan – see besan paratha for this mix.
